Your personal and financial data are kept confidential, safe and secure. This Site is integrated with a Secure Socket Layer (SSL) for data encryption. This prevents the man in the middle attack from seeing your data in plain text.

Information such as  your name, phone number and address will ensure the service is provided. Any information that is omitted by you may not enable access to the service required.

Financial Data

Financial information such as data related to your payment method when you purchase (eg valid credit card number, card brand, expiration date) are processed securely through BSP's payment gateway. This Site does not store any credit card information on our servers.

USE OF YOUR INFORMATION

Your information will be used in the following circumstances;

1. To advice and confirm the payment made via telephone, mobile, email or SMS.
2. To ensure the service is provided or refunded if required
3. To prevent fraudulent transactions monitor against theft
4. Notify you of updates to the Site
5. Resolve disputes

We do not rent or sell your personal information to anyone.

It is your responsibility to periodically review these Terms and Conditions to stay informed of updates. You will be subject to and will be deemed to been made aware and to have accepted , the changes in any revised Terms and Conditions by your continued use of the Site after the date such revised Terms and Conditions are posted.

Our Terms and Conditions are as follows

 1. The Site is intended for Port Moresby city residents providing them the option to pay online their Garbage rates and Land tax

 2. The Site is intended for Port Moresby city residents providing them the option to apply online for;

• Building Permits
• Trading Licenses
• Liquor License
• Burial Permits

 3. The Site is intended for Port Moresby city residents providing them the option to renew their permits and subscription fees online.

 4. The Site is intended for NCDC registered clients to use the Site for permit applications, renewal and online payments from anywhere in PNG and/or overseas. 

 5. The Site is not for NCDC registered clients to submit applications intended for use in other provinces within the country.

 6. Your are prohibited from submitting pretentious, obscene and/or false applications. Doing so could result in the matter being referred to the police. 

Login Credentials

Your login details will be sent to your email address with a temporary password. You are required to immediately change your password and that you agree to keep your new password confidential and will be responsible for all use of your account and password. .

We reserve the right to change your login details should it come to light that your account has been compromised.

Online Payments

Payment transactions are handled by BSP's secure payment gateway . This Site does not store or keep your card details at anyone time.

Refunds are subject to approval in the event of a payment dispute

Payment of Garbage Rates and Land Tax are subject to quarterly and yearly payments respectively. Any refund for whatever reason will be not be accorded to a third party nor will it result in a cash payment as refund. A cash refund will not be entertained whatsoever. 

Application fees for permits and licenses are non refundable. Renewal for permits and licenses are periodically done as stipulated by the Regulatory Division of NCDC.

Across all industries, there has been a large increase in online scamming activity. We want to ensure you are protected from scammers trying to imitate us to gain your personal information and money via a phishing attack.

A phishing attack is an online method, using our brand to deceive unexpecting users to enter their details online. Typically phishing attacks are commonly found through emails and websites masquerading as trusted sources.

How can I protect myself from a phishing attack?

We want to ensure all of our customers are equipped with the knowledge to spot these attacks to keep your information safe. There are three simple steps to verify if an email has come from us:

1. Check the email address it came from us
2. Ensure any links you click go to the correct URL
3. Ensure you are logged into our client portal (this site), not one masquerading as us

Correct Email Address
All emails received directly from VentraIP will include our domain name 'phpstack-818653-2811460.cloudwaysapps.com' and will most commonly be sent from our noreply@payments.ncdc.gov.pg email address.

Correct URL
When logging into your client portal, you should only see the following in the address bar – https://phpstack-818653-2811460.cloudwaysapps.com/login. This is the only URL that allows you to log into your Client Portal. If your browser's address bar has any other URL, you should consider this a scam and leave the site immediately.

Verifying Your Services
Scammers do not know what services are within your Client Portal. If you log into a phishing page, it generally takes you straight to a Credit Card payment page to enter your credit card details. If this happens, then this will be a scam.

Legitimate emails from NCDC Online Services will direct you to log into the Client Portal, and you will see all your services, not just a credit card screen.

All online payments are done via the BSP payment gateway. If you are taken to another payment gateway other than BSP, then it is a scam.
